A 32 page letter by a collector to the Secretary of the Treasury countering/explaining a special agent's report regarding the Port of San Francisco's handling of the Chinese coming into the city, and how "Chinese Exclusion" money was being used. This is the carbon transcript, as the original was sent to Washington. Some edgewear, but in very good shape.
